I’ve never been able to distinguish between “we’re having a conversation” and “she might be flirting”.
If a guy is not responding (no idea if the same goes for some girls too) to your flirting and you are interested, go get the cluebat and hit him hard.

A lot of us aren’t that good at reading subtle clues, to the point that it might be you’re interested, or it might not have been anything more than wishful thinking on our part. Also, some women react really badly to an expression of interest from a man that they’re not interested in – having a woman react with horror to one’s best attempt at a polite gesture can be soul-destroying.
